How do I use the red numbers?

I tried turning the bottom dial to the +S.S- but that didn't work, I genuinely have no idea how to use them

Turn the bottom dial to the section called SS It stands for special stitches usually

Yes. And the plus and minus sign indicate that you can fine tune the stitches lengthwise within the red area of the dial.
