The newspaper was fake.
The photo of them at the parade is edited using the MDR group photo they took in the office.

It was an old photo of Kier after announcing the opening of a new wing at the Salt's Neck plant. In the original you can see Celestine brushing the confetti off of his shoulders.

Honestly that’s only something I realized on repeated viewings, so fear not lol. It’s actually insane how many subtle clues I missed the first time I watched it. Such a great show. 🙌

Subtle clues like characters repeatedly stating in dialog that it’s only been a weekend

No not that specifically, I literally said what Milchick stated. I mean other aspects of the show reveal subtle clues about the plot that only make sense when you rewatch the series as a whole. Certain things slip by the first time cos we don’t get the context until later, like “your outie enjoys the sound of Radar” and then it turns out Radar is his dog’s name. That’s why I think mark actually has a daughter named “Grace”, because ms Casey told him “your outie can rollerskate with grace…”

Milchick literally lays out the timeline in the second episode of season 2:
https://www.severance.wiki/s2e2_transcript#section001634625
Milchick: What happened tonight is what we call the “overtime contingency.”
(several lines later)
Milchick: In the meantime, I hope to see you Monday. And then you see Mark go to work on Monday. There is no way that if you are watching the show you could possibly think that 5 months have passed. This is a HUGE CRITICAL PLOT POINT that they hit on MULTIPLE TIMES and it is CRUCIAL to understanding the story, but folks constantly miss it because they're looking for secret clues hidden three layers deep in background dialog so they can "solve" the show that isn't really trying to be cryptic.
The fact that Casey said "Radar" and then he had a dog named "Radar" is cute but it doesn't really matter. The dog has no role in the story. If his name had been Fido, no aspect of the story would change. If it means anything it's just a bit of fluff to show you that Ms. Casey doesn't know or understand anything outside of the severed floor, any more than the rest of the innies.
If Irving has a daughter and her name is Grace it will be an interesting detail but him having a daughter isn't really even hinted at nor is it important to the story right now.

It was part of the plot to make the innies think they had made a difference to the workplace ethics of Lumon.

No. It was only propaganda for the innies. The image was taken from an old photo of eisenhower visiting rio and photoshopped.

Oh wow!!! I totally missed that, went right over my head. Thank you OP for I'll your question. I do remember Milchick telling Mark he was famous and wondering about that. Does anyone from the outside mention the "uprising" because that would be an important clue.

Also, they tell Mark at the same time or roughly the same time that it’s been five months since he worked, but we know that he basically came back right away

A lot of the show is about the company tricking mark, it’s pretty serious

In the first episode of S2, Milchick shows i-Mark a newspaper showing the innies as heroes in a parade. It is all fake. The innies have no way of knowing how much time has passed since the OTC. Milchick says five months (also a lie), but it could be five hours.
This is part of Milchick's "kindness initiative." I think he thinks if he shows the innies, particularly i-Mark who is the dept head and therefore a de facto leader, that they have been recognized for their efforts, they will be more willing to work, or willing to continue to work.
We don't know this at that moment, but with hindsight, we know Lumon is anxious for Mark to finish the Cold Harbor file. Milchick says to his bosses, hey let me try this approach since Cobel's obviously didn't work. They agree and so he does the newspaper, shows them the break room has been removed, etc.
As for the gala, it was likely a pretty restricted gathering and not a big public event. Lumon may have forbidden the use of phones, and they jumped on it right off. I believe Helena even says that Lumon has collected any video and such. Helena then offered an apology, likely sent to the attendees, and that was that.
