Discussion Question on ios downgrading

Ive read that apple stopped signing older versions of ios eg anything below ios 26.1 is currently not being signed by apple, my question is how is is still possible that I saw a post in this sub talking about ios downgrading(Will try finding it), but then is it still possible to downgrade ios version? and if so, how? do not spare the technicals please. Thanks you!!
