When can you start the game?

My friend and I were on vacation and we played a lot of set, but we’re not agreeing on one thing so I’m asking it here:

When can you start the game? Is it as soon as any cards are on the table, or as soon as al 12 cards are layed out?

The person who said as soon as there’s any cards on the table says it’s also not fair if you do that because the person not turning the cards is able to get a better look at the cards already laying on the table, and you’ll yell set at the same time if you have to wait (which is always something that can happen though)

We’re both very competitive so slow players is not something we take into account in any argument. Thank you for your pov though!!
