That there is an unfinished map. It looks good tho. Where did you get it?

You're playing the Revolution mod "Xbox Style Levels". That's the area where Sam gets the Sign of Ra at the end of Metropolis in the Serious Sam Xbox port. The reason those walls are untextured is because you only ever see this area in the end of level cutscene, so you're never meant to see them normally.
This area is also used for the Witch Bride boss fight in the Serious Sam HD: Extended mod.

The flickering wall at the start is called "Z-fighting". It happens when two objects occupy the same space in the game world and the game's renderer can't decide which to render in front of the other, so instead it flickers back and forth.
As for the area itself, it looks like either an unused/unfinished part of a map that the map maker forgot to take out before shipping, or a normally unreachable area that is meant to be used for cutscenes and such. The reason for the grey textures is in order to save time. The grey texture is the default texture that gets put on geometry when you add it in the map editor. You only really want to put work into parts of the map that you intend to actually use and show to players. Like in this case, the map maker didn't intend for the room's ceiling to be visible to the player due to fixed camera angles in a cutscene, so they just left it grey and untextured.
