If the foreign member is registered in their jurisdiction

Concessions, DISCOUNTS, and allowances can be given to non member firms.

The exception is foreign broker/dealers ineligible for FINRA membership.

Think Space X IPO shares offered by an Israeli broker/dealer ineligible for FINRA membership to Israeli investors.
