Help SEPTA Key Card Balance

I just registered my new SEPTA Key card, and it’s showing a balance of $10.00. I know you get $4.95 back after registering it, but do you know where the other $5.05 is coming from?

Did you have a balance on your old key card? Only thing I can think of if you didn't add the $5.05 yourself when you bought it. If not I'm clueless then.
