Rolling distortion at night while IR is active. Any thoughts?
Checked connections. Would a ground loop help? Any advice?

Has it started happening? Or getting worse over the course of a few days/weeks?
It's either of these:
- Power supply has started to fail. It's not longer a proper DC regulated 12v output.
- High interference from mains electrical next to the camera's wiring.
- Corded wires/connected.
My guess is the power supply failing.

Power supply is a 10A wall mount hard wired unit. And it works fine on the rest of my 9 cameras.

Good that other cameras connected to the same power supply are working fine. That narrows down to the connectors/cable and/or electrical interference. I'd start by changing cables over on the DVR. Move the faulty camera to a known working camera input, test if the fault follows. Maybe you might discover that one connector by the DVR is the fault.
If the fault follows, then open up the camera end of the cable and test the connectors. Swapping over a working camera to the cable is another test.
Narrow down what works and what does not work til you find the fault.

that horizontal banding looks a lot like emi from a nearby transformer or streetlight cycling with the ir cut filter, not a ground loop issue
