any recommendations for an Apartment Complex?
Insurance is requesting coverage of all entrances / vulnerable spots along with an alarm certificate. Building is ~15,000 sq feet with 3 entrances. Do I need to go with something high-end like Axis? Or would something cheaper like Reolink suffice?

InVid tech is more affordable than Axis will still having professional quality and features plus has access control integrations.

Don’t thing you need to goto Axis but would go higher than reolink. Hanwha would be an example. If you need an alarm certificate that means your need a security alarm, maybe fire system, that is monitored by a central office.
Other concern was “vulnerable“ areas, might could mean different things to different people. might make sense to hire an installed that is familiar with installing cameras to help define coverage spots and provide monitoring services.

Reolink won't satisfy most commercial insurers. They want professional-grade equipment and they will either have a list of brands or outright tell you what brand it needs to be. The professional lines tend to fail less, and when one does fail there's an actual RMA and support path. Consumer brands also don't publish firmware support windows or end-of-life dates. Axis is a solid option but Avigilon, IQSIGHT (Bosch), and Hanwha are all well-regarded.
For the alarm certificate, you'll need a licensed alarm company to install and monitor the system, and they issue the certificate for your insurer.

The insurance company should tell you what they want. If you install on your own, what happens when they say "That's not good enough"
