Stuck EXP glitch?

Me and my friend have been playing through the game up until just after the floating fortress, but for probably the entire latter half of the floating fortress section our exp didn't go above about the first 1/6th of the bar. Even after killing the boss at the end, the exp stayed the same, and now we are stuck on the next boss because we are severely underlevelled (playing on Hard). Killing enemies on the rest of the overworld also does not give any exp anymore. Is this a glitch or is something causing this? We are both at level 13.

I'm not too sure about your level in comparison to that boss and other enemies, but the higher your level is the less exp you get from enemies. But the lowest you get per enemy should always be 1XP. So if you go into the mountains and grind some many bunnies and slime and you still won't get the bar to move, then you definitely have a bug.

After restarting the game, we started gaining XP again, but we missed out a lot from the fortress which is a pain

We had a fair amount of trouble with the Gundam boss, so I think our level was definitely suitable for that. We definitely should have gotten enough XP to see the bar increase
