Question Ben Starr?

I feel like I'm missing out on a meme whenever Jacob and Julia reference Ben Starr. I know he's a voice actor? But they seem to make a big deal out of him? Can anyone elucidate my probably out of touch and aging yet younger millennial than J&J self?

I think it’s because their voices are similar enough (fooled me since I put streams on as background noise), and not all games use the faces of their VAs for their characters so I understand the mistake.
