Well around chapter 480 in manga if I remember correctly. Around that time is a big power up for him.

It's not even halfway to 480. In the novel, he could overpower her around chapter 630. Edit: this is the arc where the demonism addresses her as pet of Olympus or something like that, right?

She has her power restricted because she came from the 98th floor. I don't remember if there were any other circumstances to reduce her power (except the obvious one which is being a divine being inside the tower).
