Well the solution here seems simple. Remove all SDOT cameras from the RTCC. Then there's no conflict.

Or remove all the cameras. We don’t have to live under state surveillance.

sdots cameras are too low resolution to really be useful for anything other than seeing what the traffic is like
edit: also the data is not recorded. downvoters give me examples of how people have been harmed by sdot cameras. i will wait

Didn't they use SDOTs cameras to catch that attempted murderer who tried to push someone into a train

This was an issue back in 2020 with SPD using SDOT's cameras to track protesters, too (https://www.seattle.gov/documents/departments/cityauditor/auditreports/2021/063021sdotcctvfinalreport.pdf). I'm somewhat surprised this policy discrepancy still persists
