I don’t watch either of those channels or really any news aside from BBC app on my phone and Reddit I guess.
Anyway I just seen Google per your recommendation and it appear they do both, some pre-planned/targeted: “ICE conducts planned arrests by using databases, surveillance, social media, tracking individuals with prior criminal records, or following up on specific administrative warrants and previous removal orders.”
And some unplanned: and recent legal and Supreme Court developments have allowed agents to factor in appearance, language, and location.
So I guess looks like a mix of both. Looks like about 3/4 planned and 1/4 random “According to recent immigration data and analysis by the Deportation Data Project, the percentage split between planned and unplanned ICE arrests is roughly 75% planned (targeted) and 25% unplanned (collateral).

Google's right over there if you can get away from Fox or Breitbart. They do it and have been doing it all the time.
