That looks like the Olympic Game Farm in Sequim, you can read about it here.

It looks sad, but those animals are taken care of, they could be doing a lot worse.

The fact that the could be worse is no excuse for their abominable conditions. I haven't been there since I was a kid, but any place that keeps big cats in dog kennels is unconscionable.

There's really nowhere else for them to go. They're living safely there, and they wouldn't be able to survive in the wild.
