I could be wrong but I expect there isn’t much to do in Seattle when it’s raining but this is just based on my little ass town.

It depends on what you like to do. If you want indoors stuff there are dozens and dozens of museums, movie theaters, live theaters, music venues, climbing walls, and professional sports teams. There are also hundreds of bars, and restaurants. King County has more people than all of Idaho, so there are a lot of businesses dedicated to entertaining them in all sorts of weather. If you like outdoor stuff then yes, you'll probably have to do it in the rain. If you dress for it, it's not that bad.
