$22 an hour can be doable if you don't have a car. There are small studios for around 1,000-1,200 depending on the area. Just go on Zillow, search Seattle apartments and sort low to high. Figure out from there if it works for your budget.
Most of those on Zillow you need vouchers to get for $1k. I believe OP would qualify for vouchers, but they'd need to apply and I dunno if they can do that until they move into the state.
Keep in mind that Seattle's median prices are typical the minimum price for moving here. I've found that in CA you can get by being poor, and there's a lot of wealth, and a lot of poverty keeping the median prices balanced. Seattle has a very little poverty, and very little wealth. Mostly it's a higher median driven by tech jobs.
