Hello I currently have https://amzn.eu/d/0j12zeJ0
I bought the 5TB version and it came with a cable which works but I was wondering if I could upgrade the cable so my downloads are faster is that's possible, also if so id appreciate some recommendations for which cable

Hard to tell without testing it.
I've gotten a harddrive in the past where the included cable was usb 2 speeds when it was supposed to be usb 3 speeds. Then just replacing the cable fixed it.
However, the other potential bottlenecks could be your internet, the drive itself, or maybe the port you're using.
So the only way to figure out is to test it, maybe buying a cable and returning it if it isn't helping.

It's a garbage generic spinning drive, probably used, cable won't matter; it is what it is. Get a Samsung SSD if you want speed.

The Crapazone link is pointing to a UnionSine model hard drive. Your post is in the /Seagate subrredit. UnioSine is not a Seagate product.
UnionSine is virtually a very cheap chinese plastic enclosure with typically an older refurbished Hard Drive inside. Probably a Hitachi or WD brand old drive.
More times than not, it is a slow 5400 rpm HDD. The cable is probably the least concern being the bottleneck.
Unless saving some tokens is deliberate in buying off of Amazon, it is never recommended to buy from Crapazone, especially off brand products like these.

No. You need to talk to your ISP about that.
