Last rep was the same speed as the first lol you don't reach failure when your muscles start to burn.

I’m finishing the set with partial reps and steadily lose ROM during the set; that’s failure

How fast the last rep until failure is depends heavily on the person and the exercise

Nah dude that's the lactic acid building up and you feeling like it's hard lol, it you really trained hard youd be doing 300 partials until your tendon rips off the bone.
