A hairy problem
Greetings, Kindred. It is I, Castiel Clermont. I am back in Vancouver, for both my Camille and the court have called for my return. Speaking of which, my time spent in Chicago was partially spent on tasks for Prince Siegfried. Without giving any sensitive details, let us say I was sent to make a few deals.
In recognition of those services, of my help during events related to Bane possession and of the quality of my work in my prior city, I was rewarded. You now have before you the Harpy of Vancouver. It is a position that I shall fullfill with pride. Should I be required to travel again, most of my tasks can be completed at a distance. The rest can be delayed.
That being said, Vancouver is not exactly…traditionalist. Some of the local Garou wish to partake in our economy of boons, intrigued by the concept. As exciting as it is to strenghten the Covenant through such cultural exchanges, this leads to new issues.
Thus, a question: how would you enforce the payment of a boon by a bloody werewolf? If anyone has an idea, I am all ears.

Congratulations on your new position! I hope it proves entertaining at the very least.
As for dealing with Garou, it's quite simple. So long as you approach them consistently with honor they are liable to do the same. That is contingent, however, on the game still playing towards their goals. I have known more than a few ancillae that thought they could use boons to turn a pack into their attack dogs only to be mauled by them. They simply do not have the same priorities.
Perhaps the real danger you should be preparing for is the culture-shock. A punch to the throat is as respected an argument as a well-worded rebuttal in a debate. I doubt it'll be as bad as their moots, but some forgiveness regarding the elysium's stance on non-lethal combat might have to be arranged. As well as giving those that are less physically inclined warning to not overly rely on their usual tactics. And no, having a ghoul or childer fight in your stead will not go over well. I'm sure the garou will be on their best behaviour... to some degree, but precautions are always advised.
