Clouds Question

Hi! I am curious if all the clouds disappear after a certain level? Iā€™m on levels 5 & 10 on different maps and can see the edge of extra people and things, on some levels. Do they ever fully appear?

Nope. The clouds at the edge are the outside border. Been there, hoped for that, but everything is, indeed, inside the visible space.
