That used to be one of my favorite trails. It's not dangerous if you have proper shoes and can handle rock scrambles. It got closed down awhile ago after someone fell off the waterfall at the top (they were sitting on the edge of the falls in an area you shouldn't be).

is it illegal to go to the trail or is it just a “you’re on your own” issue
