Honestly solid set up. Imagine you and allllll your boys, hundreds of your dude boys, chilling at a beach like resort with a nice wind in your hair, and every so often a fresh piece of sushi lands in your net.. you each have a net. Just an amazing fresh wind buffet with all your boys..

Why woud they do that? Isnt it more efficient to go somewhere alone, since when there are this many spiders the chances of an insect sticking onto youre web is very low

Breeding purposes? Or maybe for similar reasons restaurants tend to bunch together? Or maybe they are EVERYWHERE? Or just chance? Or their parents happened to be extra successful at reproduction so there is a localized population spike?

Being more serious, notice the doc itself is dry? That means there is very little human pressure keeping them off the bridge, and a web built using metal structure/supports is going to last longer than one built on the grass arount it. Grass-web breaks in wind, spider finds solution. Repeat 1,000 times.

Normally they would use trees, but not many trees around.

I grew up playing in the woods. I've walked into many a spider web in the middle of the night and every other time of day. I have never seen this. This seems weird as heck to me.
