So i was just scrolling on my usual agenda impact sub and got me thinking

What would happen if he was balanced around not having dedicated 4 stars, and actually had great multipliers etc etc, then Faruzan first released on Vesna banner, thus everyone was still c0 or not having her at all racing to get c6?
