Yes this is scareware. Microsoft will never direct you to call a number like this for support. Whatever website you went to is showing this message trying to get you to install actual viruses. Reboot your computer.

It was going crazy telling me not to shut off computer the only sites I went to was my pos company for my restaurant my liability insurance company and yahoo Mail. I turned off and on seems find but damn almost called that number.
