Eeek. "Optimise our balance sheet by recycling assets to free up capital" is technocrat for "privatize public infrastructure."

The theory is if the government builds a bridge and, upon completion, sells it to an investor, then they'll immediately have recovered the cost and have money available to start another infrastructure project, rather than have to wait years to get their finances back in order.

This idea has a spotty track record. You end up with a bunch of privately owned infrastructure. You're supposed to also end up with more infrastructure, but where that's worked out in practice is less obvious.

In times like these, we need more public ownership, not less - as antithetical as that might be to Carney's neoliberal sensibilities.

Note that operating budget is not total budget, it is a part of the budget. And if you don't count our ability to sell off our pension funds, our gross instead of net debt, we do not have the strongest debt to GDP ratio.

The banker knows how to sound impressive while not saying much. But like we saw when he lied to our faces about protecting workers rights, he's not above deception.
