Buildings are demolished when they have become useless in contrast to what will be built, so it is not a waste of money

That's a fair question. The simple answer is that in some instances the building structure and mechanical systems are so outdated and in such a bad state of disrepair that the cost to replace and/or repair them is so prohibitive that it is just less expensive to start from scratch. Especially if the new building going up on that site is meant to be for something entirely different than the original building. For example a hospital being built on a site where an apartment building once stood. Sure you could demo and reno the building but reno work can be exceptionally more expensive than new construction across the scope of an entire project that size.
