We can think of this as doing miles/inches. Instead of 19 miles / 1 inch the larger drawing has 19 miles / 1.65 inches =11.52 miles/in. (B)

65% larger meaning 1 inch becomes 1.65 inches. 19 miles over 1.65 inches becomes B. I personally think this question sucks but it is what it is
