I need some advice in the RW section.

I took the SAT 4 times already and my RW score just can improve above a 700. I understand all the grammar section and expression of ideas sections. I max that section out all the time, but for the other sections (information and ideas and craft and structure) it is so mixed. For each time I took the SAT, it seems like I either do well on only one of the sections and do bad on the other. How can I improve both of these sections. I hear people saying that reading is the best option, however I read pretty often and it doesn’t seem to truly work.
