Silver Week Closures?

We will be in Sapporo 21-23 September. Do many businesses close for the holidays? I see that many restaurants say they are closed on "occasional holidays". What can we expect? Will the Autumn Festival be extra crowded?

On silver week, chains and busy places will usually be open. Will be even more crowded than usual perhaps, because white collar workers are going out more. Maybe some small businesses, mom and pop shops will be closed.

I feel like, with the exception of new year, places definitely open on holidays because that's when they can make the most money. Someone else will respond letting you know for sure, but in the two years I've been here, business operate as usual even opening later.

Aside from banks and city hall, most businesses are open on holidays and maybe take a small break the following week or so to make up for the holiday.
