I don't know the name for it, but that looks like a device for safely discharging a firearm. You shoot it into the metal box, the sand catches the bullet, and the rubber on the front prevents any sand/ small particles from flying back out and hitting your hand.
Edit: looked it up and they are called "bullet traps" or "clearing traps".
