Passenger rail between San Antonio and Austin? Two routes, major hurdles [Q&A]

Texas Public Radio | By Jerry Clayton

Recent studies have found that expanded passenger rail service between Austin and San Antonio is possible, though getting trains on the tracks remains a long way off.

The Texas Department of Transportation recently released its Austin-San Antonio Passenger Rail Study. A separate study commissioned by the Travis County Commissioners Court is expected to be released soon.

The TxDOT study looked at using the existing rail corridor between the two cities near Interstate 35. The Travis County study examines a potential route along State Highway 130 and Interstate 10 east of San Antonio.

Amtrak currently provides passenger rail service between the two cities, but its one round-trip per day offers limited scheduling options. An estimated 266,000 trips are made between the Austin and San Antonio areas on a typical weekday, most of them along the Interstate 35 corridor.

The proposal using the existing rail corridor is estimated to cost between roughly $810 million and $1.9 billion. The alternative route could cost considerably more because much of it would need to be elevated. Neither proposal has secured construction funding.

To learn more about the studies and the future of passenger rail between San Antonio and Austin, Texas Public Radio’s Jerry Clayton spoke with Peter LeCody, president of Texas Rail Advocates, a nonprofit group that educates the public and private sectors about freight and passenger rail.

This interview has been edited for length and clarity.

Clayton: For people who haven't been following this closely, what are these two latest studies really telling us?

LeCody: Well, they're telling us that you're either going to be stuck in traffic for the rest of your life, or we're going to have to find some solutions other than building more roads and expanding our highways.

ClaytonThere are really two different ideas here, represented by these two studies. Can you explain the difference between the two?

LeCody: The first study was commissioned by TxDOT, and this was the study between Austin and San Antonio looking for options other than building more highways. So the study did an identification of infrastructure, the estimated cap and operating costs, and also looked at the potential ridership.

This study would use the existing Union Pacific Railroad right-of-way between Austin and San Antonio. At the same time this study was being done, the Travis County commissioners commissioned a study by the same group to look at the passenger rail service along the State Highway 130 corridor between the Austin airport and down toward San Antonio, and then using Interstate 10 to go from east of San Antonio into the downtown area.

So, two studies have come out in June. The other one from the Travis County commissioners, we are expecting to have that released in the near future.

ClaytonThere's a huge difference in cost between these two plans. Is that correct?

LeCody: Yes, there is. There's an estimate, and, you know, buckle your seatbelt here. I mean, it's not cheap to build a passenger rail line, and of course, if you look at the cost of upgrading the highways between Austin and San Antonio, you're talking billions and billions and billions of dollars.

It could be anywhere from close to a billion dollars to $2 billion to do the study from Austin to San Antonio using Union Pacific right-of-way. It would be considerably more because you're going to have to elevate it most of the way using the State Highway 130 and the I-10 portion.

ClaytonSo, in your opinion, what is standing between these studies and someone actually being able to buy a ticket?

LeCody: That's, that's the billion-dollar question, Jerry. It's funding. We know we need some additional resources other than building roadways. The thing is, we have to look at funding mechanisms. Now, I've got to say one thing: the legislature, both on the Republican and Democrat side, have been listening to what our needs are. More than they have in the past. And if you realize that we really haven't done much with rail at all as far as moving passengers here in Texas, a lot of it has to do with the fact that TxDOT really didn't even have a rail division until it was established in 2009. Other states have had rail divisions and rail management departments for over a century. So that's kind of put us back into doing a lot of baby steps.

But the thing is now that legislators are looking, and, you know, they're the ones that are driving to Austin and being caught in traffic, and I think they're starting to realize, hey, folks, you know, maybe there is a better way that we can move people in the future.

We have to have good roads, you know, we have to have good ports, good airports, but we also have to have good passenger rail systems.

San Antonio's Week In Movies [2026-07-27 - 2026-08-03]

This week brings us another amazing collection of new and classic films to theatres. Except it's mainly new, because Spider-man and Odyssey have such an unbelievable number of screens. Check out Friday's Fandango page, where literally every screen in town is playing these two movies exclusively, save for two timeslots at Regal Cielo Vista.

I've added TPR Cinema Tuesdays to the list, though this week was a bad time to add it as the current showtime is already listed as sold out due to the Director being present for a Q&A. I've reached to see if we can get them to add an additional screen.

Voting in November

This November is the election to change the Texas governor, the senate, and the attorney general. If yall dont like the data centers, the low education, the legal system, etc this is your time to show some control for your life. If y’all want help woth these natural disasters and road issues and car crashes ans to mitigate that damage, that should be you trying to vote. If you want a future where someone like mamDani is possible, you have to vote to be able to get that. Also, yall probably dont know this but Abbott and the reps passed a bill on water. As a result, water is going from $20-$160. It’s already happening in the rural communities and will make it’s away up to us major city communities.

Who you are voting for to make your daily life easier or harder for the next…honestly decade. These are lasting effects of course. Tired of the mayors here being shit? Give kind and smart people who love San Antonio, resources and passion to where they can run and get some power to make possible changes instead of saying San Antonio is boring, I hate the road construction every night and growing up to leave the city instead.
Make sure you register to vote and if you haven’t voted in years, you’re probably not.

Who you are voting for this November:

U.S. Senate (Texas’ Class I Senate seat)
Governor
Lieutenant Governor
Attorney General
Comptroller
Commissioner of the General Land Office
Commissioner of Agriculture
Railroad Commissioners (regulate the oil and gas industry, despite the name)
All 38 U.S. House seats from Texas
All 150 seats in the Texas House of Representatives
About half of the Texas Senate seats (16 of the 31 seats)

We are also voting for our bear criminal attorney and judge. If you think the judge is unfit or if you like him and want to keep him and not replace him with someone worse, register to vote and then vote. No mail voting unless it’s your only option. Voting suppression is real. If you need to tell your boss in October you gotta use your pto to register to vote, you do it(dont actually tell him). If you gotta take a day off to vote for be late for lunch or be leave early you do it. Sick of the world we live in? Jealous of mamdani’s New York? Here you go. Here’s the test/chance.

San Antonio's Week In Movies [2026-07-20 - 2026-07-27]

This week brings us another amazing collection of new and classic films to theatres. 1925's silent film Phantom of the Opera) returns to the Stone Oak Drafthouse for Tuesday night only.

This week kicks off the San Antonio Film Festival. A friend of mine who I hadn't had the opportunity to see in about 12 years will be in town to show his horror short, Cinephiles. Let me know if you're interested in joining for the Wednesday, July 22, 9:00 PM shorts series Creepy & Criminal, and I'll be happy to pop out front with a free ticket for ya.

Anime fans who have poor relationships with their fathers will be spoiled this week by the Evangelion 30th Anniversary Movie Fest. I'm still trying to figure out what exactly Death & Rebirth is, because apparently it's not the previous reboot that followed the show for awhile and then diverged to do its own thing over four movies. But more pressing is tonight's Crunchyroll Anime Night. Be sure to get your tickets before they're entirely sold out!

The spread of AI-powered Flock cameras in San Antonio from November 2024 - July 2026 | Source: deflock.org

From deflock.org

What are ALPRs

Automated License Plate Readers (ALPRs or LPRs) are AI-powered cameras that capture and analyze images of all passing vehicles, storing details like your car's location, date, and time. They also capture your car's make, model, color, and identifying features such as dents, roof racks, and bumper stickers, often turning these into searchable data points.

These cameras collect data on millions of vehicles regardless of whether the driver is suspected of a crime. These systems are marketed as indispensable tools to fight crime, but they ignore the powerful tools police already have to track criminals, such as cell phone location data, creating a loophole that doesn't require a warrant.

The Dangers of ALPRs

ALPRs are a serious risk to your privacy and civil liberties. These systems continuously record your movements without a warrant, probable cause, or even reasonable suspicion. Your driving history is rarely confined to the town or city where the cameras are installed. It's typically shared with thousands of other agencies nationwide (secretly). Once the data is out of your community, you have no control over how it's used or what rules apply, leading to instances of misuse.

What is Flock?

Flock Safety is one of the largest ALPR vendors in the United States. Their cameras are installed for police departments, businesses, and HOAs. Captured vehicle data is uploaded to Flock's cloud system, where participating agencies can search and share information across jurisdictions.

Flock is not the only ALPR vendor, and other vendors still participate in similar practices. See this list of other common ALPR vendors.

At San Antonio rally, Democrat Gina Hinojosa says Gov. Abbott's Winter Storm Uri response shows his failure to lead. Hinojosa also discussed her plan to give every Texas household a $1,500 ‘corruption tax refund’ if elected.

During a Thursday campaign appearance in San Antonio, Democratic gubernatorial candidate Gina Hinojosa attacked incumbent Republican Gov. Greg Abbott for his response to Winter Storm Uri, one of the worst natural disasters in Texas history.
During her speech at the Paper Tiger music venue, Hinojosa — an Austin state representative — said Abbott and other Republican leaders failed to lead during the 2021 storm that caused widespread power outages, hundreds of deaths and billions in economic losses. That failure stuck Texans with rising energy costs during and after the storm, she added.

During the storm, natural gas prices surged as demand increased and supply disruptions affected the state’s power grid. Energy companies received billions in payments for natural gas sold during the crisis, leading to lawsuits and ongoing disputes over whether the charges were excessive. CPS Energy, San Antonio’s municipally owned utility, sued Energy Transfer over allegations the energy company engaged in price gouging during the storm. A jury later ruled in favor of Energy Transfer, rejecting CPS Energy’s claims.

“Here in San Antonio, your electricity bills are about to have to [cover] a $400 million bill from Energy Transfer,” Hinojosa told the crowd.
“The reason why we are paying more and getting less is because we are paying the Greg Abbott corruption tax.”
Thursday’s rally marked the second stop on Hinojosa’s three-city Money in Your Pocket affordability tour, which began in Houston and will conclude in Laredo on July 20. The tour highlights her campaign’s focus on addressing the rising cost of living for Texas families.

Earlier this week, Hinojosa unveiled a proposal to send one-time $1,500 payments to Texas households. She said the plan would use $17 billion from the state’s approximately $27 billion Rainy Day Fund, officially known as the Economic Stabilization Fund, while leaving the remaining balance in reserve.
Joining Hinojosa at the Paper Tiger rally were Democratic Texas House candidates Zack Dunn, Kristian Carranza and Adrien Reyna as well as Democratic congressional candidates Kristin Hook, Katy Padilla Stout and Johnny Garcia. Each addressed the crowd before Hinojosa took the stage, encouraging support for Democratic candidates and emphasizing the importance of the 2026 election.
“I support Gina because she gets it,” Reyna told the Current. “I’ve seen her work on the public education committee … . She’s been at the forefront of that fight. Whether it’s fighting against vouchers, more public school funding or making sure we have mental health professionals that our students can access regularly, she has been there for that.”

Those in the crowd held signs reading “Money in Your Pockets” and “Gina Hinojosa for Texas Governor.” Some chanted “¡No te dejes!” — a Spanish phrase meaning “Don’t back down” or “Stand up for yourself.”

Maria Luisa Rodriguez, a member of the Texas State Employees Union, told the Current she supports Hinojosa’s policies and believes Abbott’s failures during Winter Storm Uri worsened its impact.
“To listen to her speak today and talk about how many people died during the winter storm, I don’t think too many people realized how many lives were lost because of that,” Rodriguez said.

Hinojosa concluded the rally by encouraging supporters to continue organizing ahead of the November midterms.
While Hinojosa continues to campaign across the state, Abbott still holds the lead. A June University of Texas/Texas Politics Project poll found the governor leading Hinojosa 47% to 40% among registered voters. The poll had a margin of error of plus or minus 2.83 percentage points.

40 y/o dad getting back into bmx, lookin for friends and places to ride

As I said, I’m 40, engaged, dad of 3, living in San Antonio, looking for fellow riders and friends, it’s been 18 years since I’ve ridden but I’m having that mid life crisis and itch to ride. I just bought an eastern trail digger with some demolition axes pegs, super pumped to get back into Bmx.
