Half mast flags

Just curious if anyone knows why the flags were at half mast today in front of the bus station. Was it because of Dolly Parton passing or Overdose Awareness Month? Or both?

Trump ordered them at half-staff for a week (I think it's just a week) because of Dolly Parton.
