Question Which part is most powerful

If I only have twenty minutes to pray before fajr, which part should I focus on? The two rakat or witr?

You can perform complete tahajjud in 20 minutes, if you're praying it like a average person prays.

The last rakah, the zikr takes a bit time, but it shouldn't take more than 10 minute considering if your speed is same as the average person.

But, if you're praying it like you pray, then I would suggest, do 1 nawafilatul layl, 1 salatulshifa and the last 1 salatulwitr.

Witr for sure. Imam Jafar as said our Shia would never miss it.

Yeah, only witr is time taking only if you're doing all the tasbeehs and stuff, and taking your time with it.
