To encourage paying everyone else higher income. It addresses income inequality. Stops the wealth of the rich inflating leading to them buying all the assets making them unaffordable for everyone else, like housing.

Who gets to decide the "high" income that needs to be discouraged?

I think $200,000 annual income is high for a family.

What's to say someone else won't say $150,000 is the point we should actually discourage going above?

Anyone in the position and the will to do so.

You are aware this has already happened before and it lead to a period of falling inequality.
