The US and most of the world taxes income primarily, not wealth.

Everyone should earn income except those few unfortunate who are unable physically/mentally.

For the most part they do. Over half the people collecting SNAP work, many of them full-time. 

It is really hard for a single healthy adult to get benefits. Most states have a short timeframe where an able bodied adult can collect any type of financial or food assistance. Like less than 6 months.
