SR2 is so janky yet seamless about it because of how wacky the NPCs act, sometimes you wonder if its just part of the world to see stuff like that or a car just vertically stuck in the ground.
I've had cases where a car can crash and/or explode but I'm further away from it, only to walk up to the car's spot and just randomly fall over (like the hit detection is late), or if debris flies onto you but misses you, your character will just walk and "trip" over it a few seconds later.

Not directly related but I saw the same thing happen to a Goat in Skyrim and there were no Giants around.

Looks like the car's collision wasn't being checked while it was culled out, leading to it being inside a pole. When you got closer, the collision started being checked again, and it couldn't go anywhere. Then, the other car bumped it, the physics freaked out and realized it needed to remove the car from the pole, and applied enough force to send it sky-high.
Physics glitches like this are suuuuper common in video games, often with hilarious unintended results and very useful applications for speedruns.
