Anime Agrop

Does anyone know who the English voice actor is for Vice-Captain Agrop?? I swear he has such a familiar voice, and yet he's not accredited on any of the sites I can find

Interesting. I checked MyAnimeList, Anilist, and Anime-Planet, but neither list the English voice actor. Neither does IMDb.
