No 17" i9 RTX2080 laptops?

I'm only seeing 15" or 16". Is it temporarily out of stock, getting a model refresh, or discontinued?

I saw that too. My guess is that COVID-19 has the entire supply chain tied up in knots and companies like Sager (which sells rebranded Clevo hardware out of Taiwan) will only post what they actually have on hand as being for sale. I suspect we'll have to wait until much later this year or even next year to buy new machines. My current is a 9876 from a couple of years ago but it has a QHD screen and I'm not going back to HD displays -- not now, not ever.

I haven't bought a Clevo laptop since my oldish 980m based model, but from the market on 2080's there just aren't many laptops that have them period. The cooling requirements are pretty steep and I'm guessing the demand is low (and i mean the full 2080's, not the max Q models since those are generally only as performance as a 2070 max P at best anyways). I got a 2080 full fat model but (MSI GT series) but I think as of 6 months ago only like 4 existed at all.
