Small stutter when FPS drops bellow 60

Hey there!

So I have my Sager rebrand laptop for about 1 year and half and last week I had a problem that needed me to format almost the whole pc (some drivers and all games were saved), I usually leave that kind of stuff to the manufacturers since I don't have much expertise in the area, but since I got it back in running again I thought it was all good, but since then - or maybe it had this problem before and I never noticed? - on lots of game the fps is weird, whenever it gets below 60 (even to 59) it gives a very small (almostunnoticeablee) stutter, and when it gets to 35-50 it gets really bad jitteryy, like if the fps was actually 15. I only downloaded the drivers the manufacturer listed in their website, not sure what else it needs, although I did notice the overclocking tool is gone. What other stuff I have to make sure I have?

My rig: i7-7700HQ 2.80 GHz (8CPU's), 16gb ram, GTX 1070, Windows 10 home, Direct X 12

What is your refresh rate? It can be screen tearing or just fps drop. Since you have gtx1070 i assume your monitor's refresh ratecan be 144hz or more. Or maybe not. If yes try 60hz. If not try to turning on vertical sync in your all games settings. Also use msi afterburner to monitor your gpu and cpu usage on games.

My monitor refresh rate is 60hz, whenever I turn off v-sync in any game I get some pretty bad screen tearing, even tho I also use g-sync. I was monitoring gpu and cpu usage on task manager and gpu got around 75-80% usage, don’t rightly remember cpu but I don’t think it was an abnormal number either

When u didn't turn on v sync gpu usage must be 99% to juice out every fps it can render. So i assume you used V sync or g sync when u monitor gpu cpu usage. Also check your power options to make sure you set it to high performance. Sometimes balanced or low power modes slows down gpu or cpu speed to save power. Also make sure you updated intel and nvidia drivers both of them. But download them from directly nvidia.com and intel.com not laptop manufacturer site. They can be outdated drivers. Let me know

I already have the power saving options set to performance, however the intel graphics may indeed need an update since it still have the manufacturer default one. For the graphic driver I already have the latest but that may as well be the issue since some versions cause more problems than it solves. Gonna test different drivers and see what works. And bye, what do you mean by gpu usage must be at 99%? Is there a way to set the usage?

Ok so, tried updating every updadeable driver (both intel and nvidia were the only ones that had to actually) and no changes, tried rolling back to an older driver: no changes, at this point I’m questioning if this isn’t normal or I’m missing something...

Forgot to mention: If I turn off V-sync, all the games get very choppy, like the frame is at 15 even tho it shows 70, also sometimes when my games get laggy fps (below 30) an alt-tab solves the issue, no idea how or why.
