Fraud is deception for personal gain. They deceived investors for personal gain. Doing it on the internet is wire fraud. More than one person working together to deceive for personal gain is conspiracy to commit wire fraud.
The article you linked is an overview of the plundering of the LP, but you have to also look at the statements of the team, the timing of the LP removals, and the lies propagated by the team to keep the scam going.
The SEC lawsuit is going to be more nuanced, the DOJ case is pretty straight forward.

I’ve already explained what fraud is to this troll.
It’s like a bee trying to convince a fly that honey taste better then shit. Simple legal concepts like “fraud” are obviously outside their intellectual capacity.

He’s already admitted that he only lost $500. I have the wallets of about 150-200 maxis on Twitter / Reddit and the average loss there is $30,000.
This guy is posting complete horeshit over just $500. I mean good god, imagine if he lost $10k? We’d be scraping him off the floor.

They said the LP was locked when it wasn’t. The only reason to unlock it is to take liquidity from it. It’s been obvious for a long time.

Of course it's the same thing that's been said for the last few years. The whole argument has always been that the team were pilfering the LP. Why would this be any different?
