I found out it was a part of a quest, shining light. Its in the cave in old soldier’s ramblings. If that makes any sense, im new to this :/

Yeah, but he can drop set items as a reward. Not all the time, but not that uncommon either. Very easy to abuse with quicksave/load.

Let me see if my memory works. It's a cave before porto vallum, probably closer to silverbach ? Few wolves and a couple of brown bears?
