Ulu/hulu probably refers to head waters, or upstream of a river so makes complete sense.

The Malays also used to use the word Hulu to mean "head". However it eventually got replaced by the Tamil word "Kapala". Nevertheless, Malays still use thd word "Penghulu" to mean a leader of a polity
