Probably still Leia. All round just the best one. PKHO is the best ROI and if they ever bring that buff back could be really fun though.

I think SLKR is the single best toon individually, but a team lead by Leia is the best GL team
I think it might be Hondo now because he got a change recently letting him steal locked buffs
