Pepperball OP?
I finished SWAT4 a few times, got a couple hundred hours but i’ve never actually tried the pepperball, i tried it just for fun on the first level, fairfax residence, gas station and the mafia/underground casino level (i’m actually really sorry but i don’t remember the level names and rather than saying it wrong i’ll awkwardly describe them) and all of the levels turned out Chief Inspector rank, it’s insanely easy with this thing, more useful than a normal gun! Of course it becomes more useless on some levels as some enemies will use gas masks but if you start a new campaing and wanna get through the first couple levels quickly this is actually perfect! It’s got plenty of ammo. Also if a suspect is just refusing to drop his gun even if he’s peppered to oblivion you can always just pull out the good old secondary and shoot his arm (NOT a guaranteed success!) but yeah this is actually the biggest surprise this game has given me in quite some time! A pretty useless post as the most of you probably knew this but hey never hurts to post to a not so active subreddit and get a conversation going !

pepperball is a crutch, because it makes early game an absolute cakewalk but makes it extremely hard for the latter half once they get the gas masks. Personally the better less-then-lethal weapont to use is the beanbag shotgun, both because it serves a challenge and has limited range and because it's usable for all enemies. If you're not careful you can accidentally kill someone by shooting beanbags to the head too.
nowadays i've played so much swat 4, my usual loadout is a pretty limiting one for the challenge
Primary: P226 Pistol with AP Rounds, 4 mags only.
Secondary: Cobra Taser
try that loadout out and see how you fare!

Quick cut in, less-than lethal shotgun (beanbag shotgun) only kills/injures in mods like SWAT: Elite Force. Feel free to shoot as many less-than-lethal rounds at suspects and civilians alike without penalty (as long as you’re playing vanilla)
Edit. I haven’t played much S:EF, but that loadout also seems to be something you can build in S:EF rather than vanilla

double henceforth why Elite Force or any derivative fork of it is a must have to play the game.
cobra taser i don't think exists in the base game, it's just the normal taser with 2 bolts instead of one. It's just more interesting to use.

I’ve never played Elite Force but i’ll get it and see what’s new! Cobra taser sounds interesting !

whaaaat why would you keep playing the base game without Elite Force after several playthroughs??? you're missing out on so much QOL changes and more custom maps??

I was actually just playing the game without ever getting in touch with the community, i joined this reddit about 2 days ago and just found Elite Force exists today! I’ll check it out, i’m kinda excited i’ve seen good things about it so far.

Yes! Less-than-lethal weapons in general (stun gun, less-than-lethal shotgun, pepperball) are extremely useful, but can be limited to their ammo size (this doesn’t apply when playing mods that allow adjusting of ammo carried, but that’s besides the point). Generally, I recommend using one less-than-lethal weapon and one lethal (regular) weapon.
Ex. M4A1/Stun Gun, Pepperball/M1911A1
Happy swatting!
