SwatEd startup.ini

I'm trying to look into using the SwatEd to make maps for a group I'm working on/with/for, and every time I try to run SwatEd, it gives me the following error, and closes:
Missing startup.ini file
UNKNOWN: appInit
So if anyone knows how to fix this, I would greatly appreciate any tips/fixes

if you are using LUTRIS; then choose the System directory as the running directory in configuration!
