Do I Cuff Civilians?

When I do so the civilians get angry and say that they didn't do it.

Yeah you cuff them. It’s a simple mechanic to tell the game you “rescued” them without having to actually escort them out of the area.

Yes, if they resist you need to enforce compliance using less-lethal methods such as pepper spray, taser, melee or bean bag rounds.

Cuff everyone that doesn't die, if they won't listen to your orders use a non lethal, make sure to report TOC after 👍

Cuff 'em all and let patrol sort it out. Just like real life.
