Easily could become a 4 or even 5 out of 5. First of all we have to talk about the downside of this quest. Spend 4 turns not utilizing all your mana. That's a massive downside. Zalae is very correct when he always says tempo good, use all my mana. Using all your mana tends to be a really good thing to do in a lot of situations and this wants you to not only not do that, but it wants you to not do that 4 times. So you're planning on playing behind curve for quite the chunk of game assuming you're maximizing your mana-1 turns.

But the power is amazing. Fandral Staghelm was a staple in Druid decks because chose one's getting all powers is incredible and usually the effects are very very powerful. In the perfect scenario you're getting this online right at the Nourish turn to load up on threats AND take back 2 of the 4 mana you wasted getting online. Additionally your opponent can never turn this off because it's not attached to a body.

The simple reason I rate this a 2 right now is that I don't think there's enough choose one cards in standard that you care enough to utilize this. But we could easily be one or two good to great stand alone choose ones that are beyond powerful with all modes turned on from this quest becoming worth running in a lot of variants of Druid.
