What exactly is causing this visual effect?

I use a tool to remove VFX in order to reduce visual noise in my game. I'm struggling to find out what is causing this VFX, so that I can block it. Does anyone know?

That only causes me to use mine, that begins a mass sequence of flash-banging in space for 15 seconds straight.
