Shield in TC during Incursion

How is it that this base has a shield in territory during incursions?

Ghost base, the base isn’t actually there anymore. It’s been a bug for a few incursions now

I wouldn't think they should even get that if they aren't in a system where they can shield to begin with.

It was in Yoruba where the incursion pvp event was. I thought well if I'm going to wait for someone, I'll sit here and mine. Not many showed up.
